Unusual or unfamiliar 1999 P PA Quarter.... Just curious

Hello there. I got this quarter back as change at 711 today and just curious what it is exactly. Seems to be encased in hard plastic (clear plastic shell) bc obv and rev are extremely smooth. It has gold or copper trim and accents on reverse. Am aware that this is probably common and nothing special and just one of those “As seen in TV” coins but have just never seen or heard of this so would love the knowledge. Thank you!

You're exactly right, it is an "as seen on TV" coin. This one seems to have been through a pretty high quality process considering your description of it being encased in plastic.

It's still not something you see every day in change, I'd consider it a neat find

Reverse has been selectively gold plated and then probably coated with epoxy to protect the surfaces.
