Have a 1941 Mercury head dime. Reverse has been struck 90 degrees from normal. Is this rare?

I wouldn't say rare but is harder to find than other types of errors.
90o would have extra value which of course would depend on condition.
If you could supply pictures of the Obverse and Reverse,
that would help determine what you have.
If at first you don't succeed, then skydiving is not for you.

Are you flipping the coin side to side or top to bottom! That will be the difference from 90 to a US coin being normal
