1991 Quarter unknown mintmark

I found a 1991 U.S. Quarter with what appears to be a W mintmark, to my knowledge the West Point mint didn't produce a 1991 U.S. Quarter, however my knowledge is quite limited, any idea?

to CCF. A close up of the MM might help. It looks like damage of some kind. Only MM's are P-D-S that year.

As said, it's most likely just a damaged/altered mint mark.
