Yeah, I saw it. My opinion, it's not that they are "overgrading" as a rule, I think there is a certain amount of favoritism for the first finders to get better grades than they are worth for the PR and the hype.
NGC graded the one the actor found and submitted to them MS67 and I guarantee you it isn't an MS67, but it will get it so they can claim they have the better example graded over PCGS,
I think these first coins are going to be overgraded, but to be fair, one side of the coin is unique to the type, unlike Morgan dollars that have the same obverse and reverse for years. The quarters reverse (I think) are harder to grade for strike unless it's really bad or they have good ones to weight it against.
I was thinking the same thing though, If that's an MS64, then I've been throwing back a lot of MS65-66-67-68 because of very minor nicks or minting marks that I though would put it below 62.
I think it's a sliding scale with these new coins with unique reverses and they make it up as they go along.
