I can see those minor notches. In my opinion, it is worth taking out of the mint cello, just to see what's going on with it.

It is Machine Doubling. Note that nothing is doubled, but the devices are reduced in size.

ima have to do what you do coop and do the reg against it with lines, because in the bigger pics the lettering even looks wider but like I say could be because of the reflection also on the package

Not Full Steps.
The scratches on the steps eliminated that possibility.
Describe it as if there were no picture.

Not full steps. I have a few Jefferson's with marks on steps similar to yours and PCGS didn't give me FS. Also, if you look at left side, the step lines don't go all the way to the edge.

I don't believe it is full steps, but I have to disagree with Coop, I think it IS a DDO, there is distinct notching of the serifs.

Eyez,
I chop up mint sets all the time. Cut that thing out of there. It's well documented on this site how the plastic wrap of these mint sets eventually will kill the coin surface.

No matter what the TPGs say, I don't let bag marks distract me from considering an otherwise qualifying coin as full steps. Those hits came after such a coin had full steps. FS and no hits? Yes, that's better, but very tough to find for some dates.
