Is This A "Crusader States" Hammered Coin?

I picked up a pretty beat up hammered that was unidentified for a good price. After doing some research, it looks very similar to several "Crusader States" hammered coins. The details that are visible aren't exact to any though.

It seems to be similar to coins of:

William of Villehardouin
Charles II d'Anjou
William II de la Roche
Philip of Taranto
Guy II de La Roche
Philip of Savoy
Philip IV Le Bel "Knight's Templar"
Numerous French Kings

I have even seen "Anonymous Issues" that look similar.

I am guessing the key to this coin is in the inscription around the cross, specifically the letter 'o' that is much smaller that the other letters in the inscription, but I just cannot figure it out. It measures 19mm at it's longest side.

Any help is appreciated.

My best guess - and with such minimal surviving detail it is just a guess form me - would be Principality of Achaea, Prince John of Gravina (1318-1333). He's the only "Crusader state" issue you're likely to find with the obverse beginning "IO". See this example.
