But they would be created by the same method, and to some extent which date is "over" would depend on the strength of the hubbing and which date was hubbed deeper.

That's actually a good point. Most of the time one can tell which design element came last but a good example of not knowing first from last is the 1927-D rpm#1.
It's unknown whether the north or south punching of the D came first.
