It is all about the picture. You might get responses with better pictures. A full obverse and reverse pictures are a great start.
I recommend taking a CLEAR closeup picture of part of the building with the initials.

Note the location of the 'FG'? Look at the bottom of the 'G' in relation to the base of the building. Also the reduction of the size of these initials. I've yet to see an over polished/worn RDV-006. They were used just a short time before 1989. Also note the differences in size of the devices on AMERICA, how the RDV-006 devices are squared, while the 005 devices on 'UN' are rounded:
