Wow! Nickel coins aren't usually seen as grotty as this! Perhaps it was lost on a shingle beach, got knocked about by the tide for a few years, then was found, cleaned with a wire brush and put back into circulation? I've certainly found cupro-nickel coins on my local beach with similar surfaces.

There are certainly signs of mechanical damage: the rims are banged so badly the coin is no longer round, and there are gashes reverse near 8:00 and 11:00.
So I think this poor coin suffered multiple forms of torture (harsh mechanical abuse and either abrasion or corrosion).

A sad fate for a very attractive coin for its era.
