On "liberty" die chip...called a BIE..can be found on cudsoncoins.com..as for the date..it's called a poormans double die..due to it being die deteriorating doubling..both are die states and not offical errors...common on 50 era cents

Die chips like this are errors, not specifically tied to die states despite the fact they are often produced in multiples.
