Hard to say if that is normal or damaged. A full image might be a bit more help. (So far with the various images, it is basically a jig saw puzzle) The damage on 'QUARTER' looks like vending machine damage.
On the reverse outside devices, they are incuse. (Opposite of all the raised devices) When the strike happens and there is the slightest die movement, these devices suffer from Machine Doubling. Being opposites, these devices are raised on the die. So this movement enlarges the devices. This occurs often. On 100 random examples I checked, 70% of these had very minor to huge Machine Doubling on this area. So they are very common to find. In fact I have not seen an example yet with a true doubled die on this area. Usually on these, the doubled dies are on the central areas of the designs. But I see no hub doubling on the obverse.
