I'm by no means an expert but it look to also be a token due to the poor strike

There were lots of types of gaming tokens issued at the time. That is certainly what it is.

Although many, many manufacturers made these tokens, most of them used a clean edge. Your "serrated" edge could be by a company called Silcox.

Try matching the initials using this PDF:
