I've had this coin in my collection for a while and today I realized that it doesn't sound like any of my other silver coins. The coin should contain 3.33 grams of 30% fine silver, though it does not give the distinctive ring of silver when dropped. When I try to do the ping test on it, all I hear is a dull thud instead of the ringing sound that all my other silver coins give. Could this coin be a counterfeit?

That could be because the silver content is relatively low, at .300

It's real.

And the obverse is struck noticeably offcenter.

I agree: authentic.
Sometimes, a struck coin may have an internal lamination during to impurities being accidently included, when the coining strip was rolled. Grease or oil droplets are the main cause for this.
Such a hidden error will result in the coin not having a clear ping tone.
