Was wondering if anyone knows what would cause this weird line and also was wondering if this was a legitimate re-punched mint mark?

If that is the only area affected, it maybe the design. If other devices in that area show a spread on them in the same direction it might be a doubled die. But I feel, it is my first suggestion. (design)

Yes there is. If you look at the very first photo at the leaf in the upper left hand corner of the photo you can see a spread on that leaf that goes in the same direction.

The mintmark is showing Machine Doubling.

A larger image from PCGS shows the line is part of the design.
