It's hard to tell, I was thinkin this "spotting" is just a micro layer of toning (aka tarnish) starting to form on the surfaces. I see just a few scuffs/scratches, otherwise fields seem clean. Scratch on lower bust, scuff on phrygian cap btw wing-top and hairline, and small scratch on fasces tassle left of 'D' on reverse.
