Very Unusual Markings On 1984 Quarter, Not Sure If It's Just Been Damaged

Hello there coin community, I would love some advice or opinions about this 1984 Washington. I've never seen one like this and where it isn't distorted the coin doesn't seem to look so worn out and decrepit. Idk what do you guys think

I assume the reverse doesn't actually have mirrored devices.
