Is this some kind of lamination error or is it damaged? I don't think I've seen a penny rust like this even from damage

What ever caused the discoloration it happened after it left the mint. Not a mint issue but an environment issue

@dakota, copper cents won't "rust" in the sense that rust is the oxidation of iron. They will form a nice patina over time as the copper oxidizes (think green like the statue of liberty). However, if there was something iron resting on this cent that rusted, it might stain the surface or even glom onto the cent. I think that is what you have rather than some sort of off-metal planchet or lamination.

Good to know. Thank you! I just wasn't surecause of what looks like gauges in the same area, which didn't seem to effect the letters so I wasn't sure how it happened
