I picked this one up described as a weird rim. my phone camera has a tough time photographing errors like this. lol

Very cool!

The reeding tells the story... partial collars are more subtle on 1 and 5 cent coins with the plain rim. These are not overly common in higher denominations. They are most common on one cent coins, with the term "railroad rims" - all I have seen are from 1961-1964. You do see them on 10c coins, more commonly the silver coins from the 1960s that are also struck off-centre.

I have only seen a small handful with 25c coins, none with 50c coins, and only one nickel dollar (see link).

I'm sure you've checked the weight, magnetism etc.
There're 1998's ten cent coins struck on foreign planchet's also.

my 1 cent partial collar is a 1962 so it falls into the date range you described SPP.
