I have read explanations on the grading of circulated and MS coins (Lincolns) but how are Proof coins graded? What's the difference between PR65 through PR70?

this is tough question !

Grading proof coins takes a little longer to master .

the main difference between proof and business strike is the amount of detail which is imparted to the coin.

the difference between PR-65 and PR-70 would be how soon on a set of dies the coin was struck and quality of the mirrors on both surfaces .

the less hairlines in the mirrors of a proof coin the deeper the mirror the better the grade , the sharper the small details on the coin the higher the grade due to strike strength and die state .

keep in mind this is a simplified explaination of what I use when grading my proof lincolns and systems and opinions vary on the fine points , but for the most part , grading can be broken down into the major aspects , strike quality ,die state , and mirror depth .
