Looks EF-45 to me. Not sure if it was cleaned or it is the photo lighting.

Yeah.
There is no wear on this coin.
I don't know what all the E-Effers are seeing.

There is alot more to a coin being uncirculated than if it has wear or not.

This coin has clear luster disturbance in front of KGVIs face, lots of rub on the hair, lots of nicks and such and the discoloration that resembles almost ever cleaned Tombac I've ever seen.

It'll struggle to break EF-45. These coins are so common. I've had them given to me in jars before. And once you've seen a lustrous UNC example you'll know this one can't compete.

By definition there isn't.
We want the grade of a coin to indicate its value.
This is an ugly coin not worth more than a dollar(kinda like an EF coin)
But it is not worn.

All we can do is offer opinions here. Looking at the portrait and scratches, I think it's had circulation. Easily noticeable marks on the bust and marks in the field to the right of the king. Dull surfaces. All we can do is offer an opinion and this all too common coin will fight to leave EF-45.

No, there isn't. If there is wear, it is circulated.

There may be a lot more to a coin's grade than just wear (luster, bag marks, etc), but wear is wear.

My personal interpretation is that this coin is circulated...

The luster is the highest point of the coin, when that is worn in any way, I see that as wear, ie circulation. This coin has clear lustre disturbance and circulation rub, to say this coin is uncirculated just because there isn't any wear into the design is just silly to me.
