looks like a coin that was buried in the ground, with a planchet flaw and exploded, upon being freed..

Wow! That's one extremely damaged coin! To be honest with you, I don't think PCGS would take it (but keep your money) as it's not a mint error of any sort, and there's not much left of the coin to grade. Perhaps you can call them and ask if they slab coins with heavy corrosion? This is definitely PMD.

Yes part of the clad layers are missing, but it didn't come from the mint looking like that
