It looks like the 1980/81 P mint mark has been punched over the 1979 P mint mark.

Can someone please confirm?

What you describe would be chronologically impossible. I would guess that the appearance is due to a partially broken/chipped mintmark punch. The large serifs breaking was probably the reason for the mintmark change the following year.

P.S. That is just conjecture on my part.

I was thinking that the 1980 mint marks were already made in late 1979 and maybe somebody at the mint mistakenly used the 1980 mint mark or used the 1980 mint mark because the 1979 mint mark wasn't good enough so it was re-punched. Just conjecture on my part too but I see 2 distinctive serifs on the mint mark of this coin.

I am no expert, but I think what you are seeing is a damaged MM. The 1979 P MM was much different than following years and had larger East side serifs, sort of like what you are seeing here. Most likely PMD, which cut through the East side of the MM.

I am not aware of any known OMM for that year, but anything is possible I guess.

I realize that it is much more likely PMD than an OMM. I also realize it is hard truly judge based on a picture. I will say that the mint mark is almost twice the thickness of any of the other devices. There is a coin shop near me owned by a numismatist. I think I will take it to him on Monday and get his opinion. From what I'm hearing there's still a possibility that I have something.

A couple of wrong attributions on the SBS on PCGS:

This is a Philly Mintmark slabbed as a 'S' Mint.
The second one is just the opposite:
