Possible Die Gouge above the date? or lamination problems around the "5" ?

Hi,
Thank you for your replies.
I have to say that it is raised not cut! you can see doubling on the right side of the object (to me it is similar to the upper part of word"T") right above the "5".

I'm not sure, but I'm leaning towards maybe a die gouge as said before
