Looks like AU Details - Cleaned. It may just have been dipped a few times, leaving no hairlines but diminishing the luster.

No luster, but details are excellent, therefore, this is an AU-Details grade coin

below average strike for this year. I dont know if its the lighting or camera or whatever but all of your photos make the coins look like they have been dipped. based on photos MS63. not sure about grading straight

Sure looks polished. I think some of the weak detail is due to wear. So, AU details.
