PCGS State Quarters With/Without Flags

I am considering putting together a set of Silver State Quarters
PCGS 69. My question is why are some with Flags but not all?
I do not see that attribution on the submission form.

I think that is something that can be done on bulk submissions(a submission of several hundred coins at a time).

the flag on pcgs holders is for first strike coins. remember a pcgs69 coin is the same no matter what holder its in. buy the coin not the holder.

i did not realize that there was a pcgs state flag holder. I mistook his question to be based on the American flag that is found on pcgs first strike coins. as always I am happy to learn.
