No it's not.
I see at least five "strikes"
"Dipping" is not considered cleaning...

Judging by the incuse and mirrored lettering and devices, It appears to be the result of someone sticking this coin in a vise with another multiple time.

you can see lettering backwards, a dead giveaway to a vise job.
