I'm calling this coin as being clashed. I could certainly be wrong. If this specimen has been clashed, I'm clueless as to what it could be clashed with. Anyone have and feedback that might send me in the right direction for an accurate diagnosis?

Looks like a hit from the reeded edge of another coin.
Happens a lot when coins are bagged.
And maybe also when coins exit the striking chamber and drop into the collecting bin.

Is the area is incuse or raised?

A clash refers to both dies (reverse and obverse) coming together with no blank planchet between them.
Here's a link to fifty cent overlays in case you're not familiar with the site. http://www.maddieclashes.com/fifty-cent-overlays/

The area on your coin doesn't look like any design elements on the dies for a Franklin half.

I did a possible clash overlay of this coin, but it doesn't seem to match. Take a look and see if you can find any areas that match. Hope it helps.
