1967 Specimen Penny With A Struck Thru Or Lamination Error?

So I got a 1967 specimen set and the coins have never been takin out of the original case. and I did cause I wanted to see what coins had cameo and which dident and I found that the penny had a giant scratch of the obverse which I thought was odd cause its a specimen set. and I looked closer and idk what is it? it kinda looks like a possible error but I would love some other opinions. also whats the roughness around the rim on the reverse? also these are the best pics I could get I can try to get netter ones later if yall need.

Almost looks like a die gouge or somebody at the mint dropped something on the coin before it got placed into the set. I would wonder if these features are raised or depressed?

Not too sure how gentle they really are when putting the sets together but it looks like post mint damage, IMO.

damage, if it were struck through it would not show any metal displacement, looks like a ding from another coin.
