Yes, it is 35% silver, same as the 1944 you asked about yesterday

All of these wartime nickels with the large mintmarks above Monticello are 35% silver.

If you find a nickel that has the mint mark in a large letter above the Monticello building, it will be a silver (35%) nickel.
So, yes, this is a 'silver' nickel.
