Certainly not a mint error. I'm leaning toward a casino coin--prolonged exposure to a less-than-friendly slot machine environment...unrelenting grinding, plunking, rubbing.

At first I thought it had been sandblasted, I have never seen what a slot machine does to a coin but now I know!
