The quantities of small bronzes churned out during the long reigns of Constantine I & his son Constantius II were really enormous. They're just really common. If I were buying these coins raw (& unless they're exceptional examples, I'm usually not) I wouldn't expect the retail price to exceed $15 (US), & I'd probably pass at that knowing a nice $5 or $10 specimen will probably crop up soon enough. Maybe for the right buyer the certification might command a premium, but I wouldn't count on that for the purpose of assigning a value.
