My first thought is that it is a 'shed' job, but to prove,
need to compare exact weight of a standard 5 Pf with exact weight of the coin pictured.
The rim also appears to be turned up in much the same way as a dryer coin, but done much more carefully.

@chro, it looks to me like this coin has been encased. I can see the extra rim around 5 Pfennig side. You are looking at the bottom of the case, which covers the flip side of the coin in your second pic. I suspect that if you weigh it, it should come back heavy.

It has been encased, you can see the extra rim on the obverse.
You might be able to,pop it out of the encasement.

These coins are clad steel, and the edges rust easily (just like the edges of 1943 steel cents). If the case has been there for decades, it's probably rusted-on by now. Almost certainly not worth trying to remove.

it doesn't seem it is encased I tried to push out of the supposed case however not a single cm or movement happened
