It appears to be a double punched 4.
I have seen many different 1943 3/3s but only a couple of 1943 4/4s, but as JimmyD says, both the 4 and 3 were entered manually into the die which gave lots of opportunity for double punching and this is true for the dies on the 1941 through 1947 fifty cent coins.
