It is a relatively low mintage but not dramatically low, 2001 and 2002 are under 900,000 whereas other years have been closer to 1 million. The 1999 is valued so high primarily because it was the first silver proof set of the State Quarters so that creates a demand for it. Recently though, many high priced moderns have taken a hit in value- the 1999 silver set used to go for about $400 but it can occasionally be found now for under $300. IMO, that is still a bit too high but my view may be jaded since I do not own one...yet
and to add to what biokemist said. In 1999 the only way to get the silver quarters was to buy the complete set. Not like how they do it now where you can buy the quarters separately
