I am not a coin expert but I recall a similar example on a forum that I read once. It looks like the die spread and isn't considered a double mark. I think this would be a die leak where the die was stamped but ran over time. Hopefully, someone with more experience on the forum can help you. As a whole the obverse sures look double dyed to me.
