As of right now, with the current pics, it looks to be a Dryer Coin with scratches on the obverse, just PMD. Worth, 10 cents.

A Dryer Coin which is not an error.
Put it on top of another dime and you will see the circumference is smaller

Thanks Dryer Coin makes sense I was scratching my head how a mint error, or anything, could shrink a coin while maintaining the appearance of a rim but that nails it. Thanks for the feedback.
