So normally I would say this is a quarter that's been through a Machine.
But the lines are behind the lettering and do not effect them. So then I thought maybe feeder line. What do you all think?

It is damage, possibly from a Coin Wrapping Machine.
Those letters are incuse, that's why the marks don't show on them.

thats what I thought but I usually always see the damage through the coin letters as well. thank you for confirming

I'm with JimmyD also.

If it were Feeder Finger Damage.
First, it would be straight, not curved.
Second, it will usually be closer to the center of the coin and from an angle.
