Looks more like damage from taking a hit.

a circulation hit. The ear is a high point on the coin and can take hits like that to make it appear doubled.

Interesting. I'm also of the opinion it is likely PMD. However, not conclusive based upon your photographs. Can you provide additional images of the ear from different angles?

Gus44, the third of the additional photos you posted shows metal movement and a rough edge at the bottom of the earlobe. This would indicate that the coin took a hit. What you are seeing is Post Mint Damage, not a doubled die.
Keep searching. Those doubled die varieties are out there!
