It looks like an ordinary 1960 copper cent with gunk on the top of the head.
Why would you want to grade it?

It could be a retained interior die break (or just an interior die break), glue, or gunk. Hard to say. I agree that a reverse pic is needed here, and maybe an obverse pic in better lighting.
