In my opinion it is a spender unless you collect $100 notes and do not have one like this in your collection.
It's buying power will only be reduced thru inflation as time marches on.
To put it in perspective, when I went in the Army in 1969 my E1 pay each month was about 115$. After taxes and deductions I ended up with 68$ on payday. (At least we were paid in cash back in those days!). I didn't have any bad habits so 68$ worked for me. Base theatre was 50 cents, a newspaper was 5 cents, a soft drink and candy bar at the PX was 30 cents and a pay phone was 10 cents local or call home collect for free if your parents wanted to hear from you.
