It says "IMP CAES NERVA TRAIAN AVG GERM". Nerva had been forced to adopt Trajan as his son as a pre-condition of being appointed emperor, as Trajan was popular with the army and Nerva was not. "Nerva" thus became part of Trajan's name, and appears on the coins of Trajan quite frequently.

The portrait on the Trajan coin is very close to NERVA in the early example type.It is evident that this example is Trajan.
