Absolutely not Roman. The circularity and flatness are suggestive, but the details I can make out on the reverse, such as the remnant of an inner circle between the circumscription and the field, and the style of the lettering, completely rule it out. This is probably 17th or 18th century European. Unfortunately I don't recognize the motif, and I can't say whether this is a small-value circulating coin, or some kind of a medal. Either way it probably commemorates a monarch's marriage. If I could make out more than two or three letters of the circumscription, I could probably hazard a guess at attribution.
