I have a collection of MS67 State Quarters 1999-present (all PCGS or NGC slabbed) and am trying to decide if I should include the 2005 business strike coins. As I understand it though, the difference between business strike and the SMS (or satin finish) coins are whether or not they were submitted for grading in their original mint-set packaging. If this is true, wouldn't I be better off buying the higher graded SMS coins, cracking them and resubmitting them for grading as business strike? Any thoughts on this subject would be appreciated.

you can definately tell the difference in the coins from satin mint finish or regular business strike coins. I dont know how they actually do it at PCGS or NGC but if they actually look at the coins there is a big difference in the finish on both coins
