It's a replica of an ancient Jewish coin, a sela or tetradrachm from the time of the Second Revolt, circa 130 AD. The original coins are silver, and have a crude depiction of the long-lost Temple on the other side. See this example on Wildwinds. The legend is in ancient Hebrew script and translates to "Year 2 of the freedom of Israel".
