Luster looks flat. I'll say MS details but possible cleaned or over-dipped.

Nice coin, I'd grade it at MS-63 it doesn't look cleaned to me.

Note when I say cleaned I don't mean harsh but, rather, just dipped a few too many times. It would probably still make MS-63 by most TPG standards I'm just picky particularly when buying on "the bay"

I agree with Fenton; the luster is lacking for an MS-anything Morgan. It could just be the photo technique or lighting, but I'd suspect it has been dipped or handled just enough to disrupt the original surface quality.
