Yes she looks cleaned. I would put her at VF 25.

Okay I agree with the Vf-25. But tell me what you collectors see
that make you sure this one has been cleaned.
I am trying to learn. I dont see the normal swirls and I dont see the hairlines
that cleaned coin almost always show.

I agree it's been cleaned. The color is suspicious.

"Cleaned" is kind of a generic term. I would suspect this coin has been dipped or somehow chemically treated. It just looks like it has been fooled with even if I can't quite put my finger on what exactly has been done to it.

Look above the eagle on the right hand side of the reverse, I believe I see some hairlines there .... hard to tell due to the photo though. I would agree that it was likely dipped at some point.

The coin appears "white" which is indicative of being cleaned.
