In a random front yard in the United States? Probably fake, although I'd be interested to know how even a fake got there...

I suspect the reason why it was found in someone's front yard is that someone else found out that it was fake, and decided to simply throw it away.

Yes, I concur that it is not genuine. The edge, particularly on the reverse (dragon) side, looks wrong.
