I bought a box of some odd-ball coins, tokens, patterns and jetons. The following item was in the box. Any ideas what it is?

The flip it is in is marked Prince Basile 1200-1300 a.d. however mostly everything in this box has a wrong attribution.

It's Russian wire money, beyond that I know not.

Yes it is. Thank you. I never owned any and I found some online resources. Perhaps I can now find the denomination, mint and period. Thanks.
