PCGS offers a cross-over service, where they will assess a slabbed coin. And if they agree with the grade or feel it's higher, they will crack it open and put it in one of theirs.

I have a PCGS coin that I think is solid for the grade, and has a real good shot at being "STAR" rated by NGC. I would like to submit it to NGC and (only) have them cross it if they feel it rates a star. Otherwise, I have no problem paying for the service and having them send it back in its current holder.

Will they do such a thing?

absolutely! when submitting your coin(s) to NGC, just put a note on it!
