It's called a Grease Filled Die (somebody here has a good model of how it works). Generally they have little to no extra value, but if you sold it to some sucker on ebay, you could make a buck or two.
It looks like a Struck Through Grease error. Minor examples aren't worth anything but, I think yours is better and would be a keeper for me. I doubt it has much premium, though; maybe a couple dollars.
